Fire and Rescue Service circulars relating to firefighter pensions (pre-2005)

2006

  • FRS Circular 4/2006 - Personal insurance for firefighters
    The facts regarding types of insurance policy, the availability within the insurance market (in consultation with the Association of British Insurers), confirms the current compensation arrangements for firefighters and the Government's position.

2005

  • FRS Circular 44/2005 - Firefighter pensions - request for estimates of the top-up grant
    This circular requests FRAs to complete both the financial and non-financial sections of the attached top-up grant estimate form by 21 October 2005.
  • FRS Circular 9/2005 - Firefighters' Pension Scheme
    Issued on 8/3/05. Advises on (a)amendments to the Rule H2 pages and forms, within the Commentary, to be used when handling medical appeals; (b) protection of pensionable pay; (c)pension increase (review) order 2005; and (d)injury award and apportionment.

2004

  • 30/2004: The Firemen's Pension Scheme Amendment Order 2004
    Issued 1/9/04. Firemen's Pension Scheme (Amendment) Order 2004 (SI 2004 No 1912 comes into force on 13 September 2004. Some of the provisions, mainly those concerning maternity, paternity & adoption leave have retrospective effect.
  • 14/2004: The Firemen's Pension Scheme Order 1992
    This circular provides a question and answer update on the new pension arrangements and the latest draft of the Firemen's Pension Scheme (Amendment) Order 2004.
  • 5/2004: The Pension Increase (Review) Order 2004
    This circular advises Fire Authorities of the following matters and provides guidance where changes are to be implemented: Pensions Increase Review Order 2004; Amendments to the FPS.
  • 48/2004: Review of Pension Arrangements for Firefighters
    This circular provides further Q&A briefing to supplement that already provided with Fire Service Circular 44/2004.
  • 44/2004: Review of Pension Arrangements for Firefighters
    Publication of proposals for (i) New Firefighters' Pension Scheme and (ii) Proposals for Further Amendments to the current Firefighters' Pension Scheme.
  • 21/2004 - The Fireman's Pension Scheme Order 1992 (FPS)
    Processing of Medical Appeals under Rule H2.  

2003

  • 12/2003 - Q&A briefing on changes to pension arrangements for firefighters
    Issued 9/9/03. Briefing on changes to pension arrangements for firefighters.
  • 5/2003: The Firemen's Pension Scheme Order 1992 (FPS)
    Issued 4/2/03. The Reserve Forces Services Leave. Advises about pension cover under the FPS when called up for the Reserve Forces.
  • 4/2003: The Firemen's Pension Scheme Order 1992 (FPS)
    Issued 17/1/03. Regional Boards of Medical Referees - New Contract. Gives advice on the introduction of new arrangements for the provision of Regional Boards of Medical Referees to deal with appeals under Rule H2 of the FPS.
  • 3/2003 - Fire Service Circular: Ill-health Retirement
    Issued 17/1/03. Gives guidance regarding the changes in procedures arising from the implementation of recommendations 14, 17, 18 and 19 of the Review of Ill-Health Retirement in the Public Sector (HM Treasury, July 2000).
  • 2/2003: Pensions Increases (Review) Order 2003
    Issued 17/1/03.
