The Best Value process was introduced to the fire and rescue service as an important tool for reviewing and managing performance against Service objectives.
The Best Value Performance Indicators (BVPIs) that will apply to fire and rescue authorities from 1 April 2005 were published as Annex F of the Fire and Rescue Service National Framework 2005/06 on 6 December 2004. Accompanying guidance was published on 23 December 2004 under cover of Fire and Rescue Service Circular 60-2004 (see links, right).
A further version of this guidance was issued as Fire and Rescue Service Circular 14-2005 (see link, right). This guidance takes into account the amendments made to the corporate health BVPIs following the outcome of a consultation undertaken by Communities and Local Government.
