The Fire and Resilience Directorate (FRD) of Communities and Local Government is responsible, amongst other things, for the PFI programme for Fire and Rescue Authorities, covering policy, approval to go on the PFI programme, monitoring etc. Bids to get on to the PFI programme are invited annually and approval will depend on meeting the relevant criteria and National Framework objectives together with the level of PFI credits available.
FRD is responsible for overseeing the initial bidding process for PFI credits. In an annual process, FRD will request bids from the Fire and Rescue Authorities and issue criteria by which the bids will be assessed.
It is then FRD's responsibility to compare different bids from various Fire and Rescue Authorities against the criteria to determine which best match them and decide which projects offer the best value for money. In addition, FRD will need to take account of the number of PFI credits they have available to support schemes and if necessary prioritise the schemes accordingly.
FRD are subsequently responsible for agreeing the Outline Business Cases of approved schemes, seeking Ministers' agreement to support them and their submission and sponsorship to the HM Treasury chaired Project Review Group (PRG). FRD will work closely with projects and provide advice when Fire and Rescue Authorities are developing their initial bids and Outline Business Cases.
Once a project has been approved FRD will monitor the procurement process and report to HM Treasury on how the project is developing against agreed standards and timescales.
