Summary 

In February 2007, the then Communities Secretary, Ruth Kelly, launched an independent Commission on Local Councillors. The Commission, chaired by Dame Jane Roberts, was tasked to examine the incentives and barriers to serving on councils, with a view to widening the pool of suitably able, qualified and representative people willing to stand and serve as councillors of principal authorities. This report has been prepared to support the Commission in its endeavour.
