These roles are the sort typically filled by those considered by the Department to be put forward for honours:
- All council members and some council staff. Exceptions are specialists who come under another Government department, such as social workers (Department of Health) or tourism managers (Department for Culture, Media and Sport)
- Cartographers and related specialists
- Community workers and volunteers involved primarily with a New Deal for Communities project or a particular housing estate. This includes people active in tenants' or residents' associations
- Firefighters and support staff
- Homelessness activitists, both employed and voluntary
- Planners and developers in the private and public sector. But excluded are architects surveyors and those directly involved in the construction process
- Regeneration specialists in the private or public sector
- People dealing with equality issues including race, faith, gender and sexual orientation
