Compulsory Purchase Order and planning powers

English Partnerships possesses extensive compulsory purchase and planning powers.

In the new towns and former Urban Development Corporation (UDC) areas, it has extensive planning powers to authorise development in new towns, through "section 7(1) and 7(2)" consents, which often involve the development of greenfield sites designated for development in local and structure plans.

Implementation of such planning consents are applied on a consistent basis and in line with Planning Guidance (PPS3) and the  Residential Development on Greenfield Land Direction 2000.

The Urban Regeneration Agency (URA) side has wide-ranging powers which can be used on most land (notably vacant, derelict and underused) in England with the general exception of greenfield and agricultural land, where specific Departmental approval is required to proceed. It can ask the Secretary of State to designate areas where English Partnerships has development control powers eg. Milton Keynes) and, although rarely used, can operate its Compulsory Purchase Order powers for strategic brownfield site assembly and related purposes.
