English Partnerships operates under a Management Statement and a Financial Memorandum (all publicly available on English Partnerships' website at www.englishpartnerships.co.uk) issued by Communities and Local Government.
The Secretary of State appoints English Partnerships' Board, taking due account of the differing requirements of founding legislation. The Chairman, Deputy Chairman and Board Members have overall responsibility for all aspects of the conduct of the organisation's business.
The current Chairman of the Board is Robert Napier.
The Board has a Membership of 12, including English Partnerships Chief Executive, and the Chief Executive of the Housing Corporation, Steve Douglas.
The Board meets on a monthly basis and is supported by a Projects Committee, a Remuneration Committee and an Audit Committee, all of which include Non-Executives in their membership. A register of Members' Interests is kept constantly up to date and is available on the English Partnerships website for the public to see in line with Cabinet Office guidance.
An Executive Management Board (EMB) comprising the Chief Executive, the four Executive Directors and five Regional Directors, under whom the main business functions are fulfilled, meets monthly. It considers the strategic direction of the organisation and specific project approvals within its delegation, ensuring that all of the organisation's investment decisions and activities are fully co-ordinated and that synergies are achieved between the different business lines.
