Engaging with stakeholders

Recent engagement

Over the last 18 months, Communities and Local Government has worked closely with the eight English core cities (External site) - Birmingham, Bristol, Leeds, Liverpool, Manchester, Nottingham, Sheffield and Tyne and Wear and their city-region partners - through a series of 'city summits' and follow up work on business cases to identify how the cities and their partners in the wider city-regions can work together to improve economic performance and how the Government can help.

The Local Government White paper provided an interim response to their proposals and the business cases and related stakeholder engagement also informed the development of the joint HMT/Communities and Local Government/DTI (now BERR) Review of Sub-National Economic Development and Regeneration, which published its proposals on 17 July 2006. 

Communities and Local Government also engaged with a range of small and medium cities and larger towns in England on their long term economic strategies and a series of Summits were held throughout England in 2006.

Ongoing engagement

In taking forward the proposals of the Sub-National Review of Economic Development and Regeneration (SNR), Government will engage with stakeholders on a range of proposals including formal consultation options on the economic role of local authorities; on a strengthened regional tier and sub-regional collaboration and specifically on; City Development Companies (CDCs), Multi Area Agreements (MAAs) and statutory sub-regions.

Following publication of the Local Government White Paper in October 2006, Government published a consultation paper discussing options for developing this approach. The consultation ran from December 2006 until March 2007 and a summary of consultation responses was published on 5 June 2007.

The SNR said that Government would support the development of CDCs and the Department is now looking to forward support on a number of fronts. In particular; producing some advice in the autumn; supporting a national CDC conference (currently being planned for November 2007); establishing a network for authorities interested in or taking forward a CDC.
