Communities and Local Government is the designated Managing Authority for all ERDF structural fund programmes and specific community initiatives in England.
The Managing Authority is the body designated by the Member State that will ensure Structural Fund programmes are implemented and that their activity conforms with EC Regulations. The Department provides the framework for how ERDF programmes should be delivered, reporting to Ministers and the European Commission.
Within the Department, the European Policy and Programmes Division oversees the management of ERDF.
The RDAs are responsible for delivering the 2007-13 round of programmes on the ground. They work in partnership with Communities and Local Government and representatives from across the programme area, ensuring the programmes and its objectives are implemented effectively.
The Government Offices continue to administer the 2000-06 programmes, which will be closed at the end of 2008.
They also chair the Programme Monitoring Committees (PMCs) for the 2007-13 programmes.
Although the structure and management arrangements vary in detail, each region has a Programme Monitoring Committee and a secretariat to oversee ERDF investment.
The monitoring committees are chaired by the Regional Director of the Government Office - or in the case of London, the Mayor - and draw their membership from government departments and a wide range of regional partners. These usually include:
The committees guide the programme for their region and monitor and assess its implementation.
The Secretariats in the RDAs give administrative support to the monitoring committees. Secretariats also assess all grant applications.
