Business Improvement Package

Everyone wants to see improvements to their local schools, housing, libraries and neighbourhoods, but we cannot continue to rely on increases in spending to drive up quality. In order to deliver the transformed services and value for money that communities want, local authority leaders will have to challenge traditional methods of delivery.

The Business Improvement Package (BIP) responds to a commitment in the 2006 White Paper to deliver a national support infrastructure to help build local authority business improvement capability and to join-up relevant work across government. A key part of this involves raising awareness nationally of innovative local authority developments that are already transforming service delivery and achieving efficiencies.

For Local Authorities by Local Authorities

The Business Improvement Package is a developing resource which brings together the key successful components of many transformation and customer service projects that local authorities are already at the heart of. It links with other existing national and regional sources of support and capacity building to provide:

  • Practical resources which have been developed and tested by local government;
  • Support for local authorities to get a clear understanding of their businesses including processes, transaction costs and customer preferences - and how to improve them;
  • Help in exploiting the opportunities from partnership working and shared service delivery;
  • Enabling the sharing of ideas and learning, and capacity building in relevant approaches and techniques.

We aim to make available the information that authorities need to select the right solution for their own communities' needs. We will also continue to develop the BIP, and it's future place and role, as a result of feedback from Councils and in the light of review of the national improvement strategy.
