Summary

In November 2003, the University of Cambridge and University of Sheffield were commissioned to undertake a study on the value for money of delivering affordable housing through the planning system ie through section 106 (s106) agreements. The aim was to provide evidence on how much affordable housing is being delivered through planning obligations, how it is being funded and how delivering affordable housing in this way contributes to mixed communities.

The study confirms the importance of using planning obligations in the delivery of affordable housing. As developers and local authorities are becoming more familiar with using planning obligations, the system is improving and delivering more affordable housing. However, there is room for further improvement. The main drawbacks are perceived to be the delays in negotiation and the costs. The Government is seeking to address these issues through clearer policy and good practice on planning obligations.

The study also found that delivering affordable housing in through planning obligations makes a valuable contribution to the Government's aims of mixed communities.
