Permitted development rights are provided by the Town and Country Planning (General Permitted Development) Order 1995 (the GPDO) and allow certain types of development without the need for a planning application. This applies to minor or uncontentious developments and helps reduce the regulatory burden of the planning system. This report reviews the GPDO and examines any issues or problems associated with its current operation. The report considers how to improve the GPDO's consistency and clarity, ways of providing greater support for the Government's policy aims, and options for extending or imposing new restrictions on existing permitted development rights.
