Summary

This consultation paper puts forward the idea of Planning Performance Agreements (formerly Planning Delivery Agreements) between developers and local planning authorities, designed to give applicants more certainty about the time-scale and requirements for processing large-scale major applications.

It invites comment on the principles on which such Agreements would be based, defines the types of application for which a Performance Agreement should be available, and describes the suggested arrangements (more detailed guidance will be issued later). A draft Regulatory Impact Assessment is included.
