This consultation paper sets out Government's objectives for delivering a better supply of housing through the planning system. It proposes a new policy approach to making the planning system more responsive to the housing market within the overall objective of planning which contributes to sustainable development. The aim is to ensure that plans and plan policies will deliver land, in the right places, to meet the need for housing going forward. And that they do this in a way which takes better account of the housing market and is more responsive to changing circumstances.
