Summary

The appeals system is widely recognised for delivering a high quality service. However the existing system is not equipped to efficiently handle the increasing volume of appeals, leading to delays in decision making. Some of the existing appeal processes are disproportionately complex for the type of appeals while some administrative processes are not as efficient as they could be.

This consultation paper proposes some fundamental changes to how the appeals system operates, aiming to deliver an appeals system that is proportionate, customer focused, efficient and well resourced.
