In December 2005 the Government announced as part of the Publications on housing supply and demandto reform the Planning Delivery Grant and undertake a wider consultation on planning and housing incentives. The aim being to improve the financial framework within which local authorities are able to respond to the housing needs of their communities.
This consultation paper sets out principles and potential options that the Government could use to develop a new housing and planning delivery grant. The paper canvasses a range of potential elements that could feature in the design of a housing and planning delivery scheme.
The Government wishes to take the views of stakeholders into account in the design of a new grant and would welcome comments on the proposals and alternative approaches for consideration.
There will however be a need to strike a balance between designing a simple and transparent scheme, and including a range of elements that meet our policy objectives, but will not add to the complexity of the scheme. The Government would also welcome views on how to best maintain this balance.
