This draft practice guidance sets out how local authorities (both urban and rural) can develop a good understanding of how housing markets operate, particularly in terms of need and demand in their communities. Reflecting the objectives and approach set out in draft PPS3, it is primarily intended to assist local authorities and their stakeholders to plan for housing in sub-regional housing markets.
This document should be read in conjunction with the Consultation Paper on a New Planning Policy Statement 3 (PPS3): Housing.
