The circular substituted a fresh direction for that issued as Annex D of Planning Policy Guidance 6: Town Centres and Retail Developments (PPG6) (Revised 1993).

The direction remains in force notwithstanding that a new edition of PPG6 was issued in 1996 and has since been replaced by Planning Policy Statement 6: Planning for Town Centres (PPS6) published on 21 March 2005.

Please note: This circular has been cancelled and replaced by Circular 02/09: The Town and Country Planning (Consultation) (England) Direction 2009 with effect from 20 April 2009.
