Summary

This discussion document, published jointly by Communities and Local Government and HM Treasury in March 2005, is intended to stimulate debate around the key principles proposed for the new performance framework.

Building on the 2004 Devolving Decision Making Review it sets out a broad framework for developing a more devolved approach to delivering more effective and efficient local services, thereby achieving improved outcomes for all people.
