In March 2003 the Department commissioned OPM, the University of the West of England and the University of Cardiff to carry out an evaluation of Local Public Service Agreements (LPSAs). The evaluation is in two stages - a five month development phase (March 2003 - September 2003) and the main evaluation (October 2003 - 2007). During the development phase a targeted literature review was undertaken to inform the development of the analytical framework for the evaluation. This paper presents the findings of the review.
