As part of Communities and Local Government's local:vision programme, a cross-sector Work Group was set up in mid 2005 to 'identify ways in which an expansion in the ownership and/or management of physical assets by communities can be promoted and supported, so as to further the objectives of the Neighbourhoods Agenda'.

This report sets out their key findings and recommendations.
