Section 57 of the Landlord and Tenant Act 1954 makes special provision for landlords of commercial properties who are public bodies or providers of public services: Government Departments, local authorities, statutory undertakers and development corporations. It provides that the Minister may certify that it is 'requisite' for the purpose of the body concerned that the use or occupation of the property should be changed by a specified date. The Department proposes to repeal section 57, and modify section 30(1) of the 1954 Act to allow public bodies in England and Wales to oppose renewal of business tenancies on wider grounds than at present.
