In September 2004 ODPM issued its consultation paper "Housing and Planning in the Regions" (available to download below). The paper followed a recommendation by Kate Barker in her "Review of Housing Supply" (March 2004) that Regional Planning Bodies and Regional Housing Boards be merged to create single bodies responsible for managing regional housing markets, delivering the region's affordability goal, and advising on distributing resources for social housing. She went on to recommend that these merged bodies be supported by strong and independent Regional Planning Executives, which, amongst other activities, would provide public advice to the merged bodies on housing numbers and allocation of housing within the region in order to achieve the region's market affordability target.
In its response the Government accepted the need both for merger and for the provision of strong independent advice.
