Summary

This document updates our analysis of how the housing market is currently working, using the latest findings from the HIPs Baseline Research. It sets out the role of the Home Information Pack in the wider reform of the home buying and selling process and action to cut carbon emissions. In addition, it explains how we intend to ensure the smooth introduction of HIPs on 1 June and take account of information from the area trials.
