Summary

This guidance is intended to help local authorities, in partnership with other local agencies, to evaluate the extent of rough sleeping by carrying out a count of people sleeping rough in their area. It replaces the guidance contained in Guidance on Evaluating the Extent of Rough Sleeping and Developing a Strategy (which was published by the former DTLR in 1997 and updated by Communities and Local Government in May 2006).
