Summary

In 2000 a pilot Tenancy Deposit Scheme (TDS) was launched in a number of areas selected around the country. This research assesses how the pilot TDS was developed and administered during the course of the evaluation period (2000-2002). It investigates landlord, agent and tenant experience of the scheme, and speculates on how the scheme could be rolled out on a national basis.
