This summary is an overview of the 2003 annual report which provides a detailed account of the condition of homes and places in England in 2003 including progress made since 1996 and 2001. As well as updating the profile of the housing stock, this summary covers a number of key policy areas including: decent homes, quality of the local environment, energy efficiency, general disrepair, physical security, facilities and amenities of homes, and the living conditions of disadvantaged groups.
The summary also presents people's living conditions by the type of area they live in - urban, suburban and rural, deprived areas, different levels of local housing market demand and broad regional areas of the country. A set of summary statistics which draw together the key 2003 findings are also included.
The results are based on fieldwork undertaken between April 2002 and March 2004 and are presented in terms of a mid-point survey position of April 2003 which is taken as an 'average' position for the fieldwork period covered.
For the first time, results can be presented more frequently than five yearly, as the EHCS became a continuous survey in 2002. The 2003 findings are the first set of annual results since the 2001 EHCS report (the last five year survey).
Full details on the sample design, structure, fieldwork processes and response rates along with definition and other technical details are contained in the EHCS Technical Report.
