The 2003 annual report builds on the headline results which were published in March 2005, The EHCS Key Findings for 2003. This more detailed report provides a detailed account of the condition of homes and places in England in 2003 including progress made since 1996 and 2001. As well as updating the profile of the housing stock, the annual report covers a number of key policy areas including: decent homes, quality of the local environment, energy efficiency, general disrepair, physical security, facilities and amenities of homes, and the living conditions of disadvantaged groups.
Throughout the report, people's living conditions are presented by the type of area they live in - urban, suburban and rural, deprived areas, different levels of local housing market demand and broad regional areas of the country. The report begins with a set of summary statistics which draw together the key findings.
The results are based on fieldwork undertaken between April 2002 and March 2004 and are presented in terms of a mid-point survey position of April 2003 which is taken as an 'average' position for the fieldwork period covered.
For the first time, results can be presented more frequently than five yearly, as the EHCS became a continuous survey in 2002. The 2003 findings are the first set of annual results since the 2001 EHCS report (the last five year survey).
