Summary

The Centre for Urban and Regional Studies at the University of Birmingham was commissioned by ODPM to review the Gypsy Caravan Count system under which local authorities in England make twice yearly returns on the number of Gypsy caravans and families in their area. The purpose of the review was to examine the adequacy and accuracy of the Gypsy count; to ascertain the current uses of count information; to identify other useful data which could be collected at the same time; and to propose several options which would produce a more useful and accurate count of Gypsies/Travellers without the burden on local authorities increasing to an unacceptable level.
