The guidance sets out how Fire and Rescue Authorities (FRAs) in England might meet the requirements of Part I of the Local Government Act 1999. In the case of county councils that are responsible for providing fire and rescue services as part of their functions, this circular constitutes supplementary guidance in addition to the statutory guidance set out in ODPM Circulars 03/03 - Best Value and Performance Improvement and 02/04 - Guidance on Best Value Performance Plans.
