The GD92 Framework Agreements and Technical Specifications were put in place with the main objectives of reducing the overall costs of communications systems for fire brigades, reducing the effort required in brigades in specifying equipment and providing boundary transparent communications to ensure interoperability of equipment between brigades.
To these ends, technical specifications were produced covering the communications infrastructure and the communications equipment for control rooms, fire stations and appliances. These specifications were then used as the basis for Framework Agreements with four suppliers. The Framework Agreements covered a period of three years, after which it was agreed that the project should be reviewed.
The objective of this study was therefore to evaluate the effectiveness and utilisation of the Framework Agreement and the Technical Specifications within brigades.
