Best Value Authorities in England

Please find enclosed a copy of Statutory Instrument 2000 No.896.

This Order gives formal effect, under s.4 of the Local Government Act 1999, to the best value performance indicators (BVPIs) which were published in the guidance document Best Value and Audit Commission Performance Indicators 2000/2001. This guidance was dispatched to all best value authorities on 23 December last year.

The indicators contained in the Order (column 2 of each schedule) are in essence the same as those contained in the guidance: in some cases they are expressed a little differently to satisfy legal conventions. The Order also contains some basic information (column 3) on the details of the indicator. In meeting the requirements of the legislation authorities are advised to consult both the guidance (Best Value and Audit Commission Performance Indicators 2000/2001) and the Order.

Attached to this letter is a table of clarifications and corrections, produced in conjunction with the Audit Commission in the light of queries raised by authorities since publication of the guidance on 23 December last year. The guidance, this letter and the table of clarifications is also on the best value index and on the Audit Commission website.

Finally, further guidance on the user satisfaction surveys required for certain of the best value performance indicators is also enclosed. The guidance is available on the best value website (See link below)
