'Empowerment and the deal for devolution' - discussion document and response

In July 2004, the Government launched a debate on a new vision for local government. As part of this dialogue a number of discussion documents have been published to spark debate, feed into the production of a White Paper later this year and help to develop a shared view of the future shape and nature of local governance.

Empowerment and the deal for devolution

A pamphlet 'Empowerment and the deal for devolution' was published on 14 February 2006 (available below).  It forms part of that continuing local:vision debate. It contains a transcript of a speech given by the Rt Hon David Miliband MP, the then Minister of Communities and Local Government, on 18 January 2006 to the New Local Government Network's Annual Conference.

Response to the pamphlet

This was not a formal consultation exercise, however we did ask for responses to the pamphlet, and posed six questions that we were interested in exploring.  We received 68 responses (summarised below) from a range of interested parties including: regional local authority associations, county, unitary and parish councils; non governmental bodies (such as the National Council for Voluntary Organisations and the Joseph Rowntree Foundation), and private citizens.
