Indices of deprivation 2000: working papers
Although this report was commissioned by the Office, the findings and recommendations are those of the authors and do not necessarily represent the views of the Office of the Deputy Prime Minister.
These papers were written by the Index team at the University of Oxford, and formed part of the process of consultation. Each paper covers a particular aspect of the development of the indices, as follows:

Final Consultation: The Methodology - Final consultation for the Index of Multiple Deprivation: The Methodology
This is the final consultation paper in respect of the 1999 review of the Index of Local Deprivation. The purpose is to:
o Report on the final list of domains and indicators agreed by Ministers following the consultation on the second report Domains and Indicators.
o Briefly report the result of the consultation on Denominators.
o Outline the proposed methodology for combining the chosen indicators into domain indices.
o Finally, to propose ways of presenting the index to allow the identification of different aspects of multiple deprivation.

Detailed Examples of the Calculations: Technical Annexe to the Consultation Paper Multiple Deprivation
This Annexe provides a worked example of how the various Domain Indices have been calculated. It contains real data on six wards taken randomly from the data set. Two are from rural districts, two from metropolitan/London boroughs and two are from Unitary Authorities. At this stage the wards are anonymised because the final terms of data underpinning the new index had yet to be negotiated with the DETR and, in some cases, data suppliers.

Final Consultation on Ward Level Population Estimates - Final Consultation on Ward Level Population Estimates
This note describes the consultation process, provides details of the changes made to the methodology as a result of responses to the consultation (see working paper ' Ward Level Population Estimates for the 1999 Index of Local Deprivation' ) below, and responds to other general issues which were raised. It should be read in conjunction with the first paper on ward level population estimates.

Ward Level Population Estimates for the 1999 Index of Local Deprivation
In calculating many of the indicators, population estimates for wards are needed to provide denominators. Since these are not available at ward level other than for census years, the team at Oxford has had to calculate their own by apportioning the Office of National Statistics mid year estimates for local authority districts to their constituent wards. Since some areas have special characteristics which create problems in applying a national approach to small area estimation, this paper seeks views of local producers and users of demographic estimates. To inform this consultation process, this paper describes the methodology that has been used to produce the ward level estimates and discusses some of the issues involved.

Report for formal Consultation - Stage 1: Domains and Indicators
This report represents the first stage of the formal consultation of the 1999 review of the Index of Local Deprivation. The purpose of the report is to outline the proposed components of the ID2000. This paper presents the domains of the index and the indicators intended to be used.

First Report: Measuring Multiple Deprivation at the Local Area Level
This is the first in a series of papers planned in association with 1999 review of the Index of Local Deprivation. The purpose of the paper was to set out a prospectus for the review and to details progress to date. It covers conceptually issues of measuring deprivation at a small area level.
